The Student and Exchange Visitor Program (SEVP) facilitates the needs of all US government organizations that need to have information about foreign students studying in the USA. The primary purpose of SEVP is to help the US Department of Homeland Security and the US State Department to keep track of educational and exchange programs for foreign students. SEVP is also responsible for the administration of F and M visas which cater to students for academic and vocational training respectively while the J category visas which cater to exchange students are administered by the US Department of State.

SEVP collects and administers the database and keeps it up to date to ensure that only genuine and legitimate foreign students or exchange visitors can enter the United States. In addition to the Department of Homeland Security, the information can also be accessed by U.S. Department of State, United States Customs and Border Protection, U.S. Citizenship and Immigration Services and U. S. Immigration and Customs Enforcement. There is also some activity expected to be performed by the prospect of foreign student or exchange visitor. The first is to apply for the appropriate visa. Practical training can be approved for students who are enrolled in an approved college program in the United States of America.

The Student and Exchange Visitor Information System (SEVIS) is a browser-based system for maintaining and analyzing information on international students and exchange visitors in the United States. It is administered by SEVP which is itself an arm of the United States Immigration and Customs Enforcement (ICE), the largest investigating agency of the Department of Homeland Security (DHS). It is responsible for balancing the needs of the Department of Homeland Security along with facilitating the participation of foreign students and exchange visitors in American academic and educational programs. This is now being extended to vocational training programmes following the actions of the foreign pilots in the 9/11 terrorist attacks. All the schools and vocational institutions certified by SEVP are mandatory required to use SEVIS.

The Student and Exchange Visitor Information System went online in 2002 when it successfully converted a complex manual procedure to a central web-based automated system. The Student and Exchange Visitor Information System has helped to improve the data collection and reporting. It provides enhanced customer service and facilitates the compliance with the policies to enable the U. S. Immigration and Customs Enforcement to monitor the schools and exchange programs.
